Flying body spam in Ogrimmar!

I feel like an idiot or a jerk for making another thread about this sort of thing but I tried to open a ticket about it before and although I was a bit vague, the GM didn't appear to know what I was talking about when I mentioned 'toons flying through the air in Stormwind'. The ticket didn't get answered by a live GM I only got a sorry message about player harassment or something of the like. So heres another example but this time the toons are in Ogrimmar:

I think they might be using the same method that the under-map ore miners use although I have no idea what that method is and its a bit frightening to a degree to know that this game might be more poorly governed than one might be led to believe.
