RAF: Grant a Level problems

Unable to grant levels to the lower recruited accounted.

Player A [Veteran account, level 14, this is the account that recruited]
Player B [Recruited account, level 13]

Player A is unable to grant Player B any levels. No levels have been given before. Am I missing something?

The goal is to encourage the Veteran account to not only play the person they recruited but to potentially give them a bonus for doing so. More information on the Require a Friend promotion can be found in the following FAQ's.
