Scroll of resurrection issue

I've sent out a scroll of resurrection to my friend who hasn't had an active WoW account since Jan 2009. He received the email from blizzard and clicked on the link in the email to get started.

After he logs into the website using his bnet account information, it displays a "welcome back to World of Warcraft..." and then a list of requirements and then a big graphic button that says "confirm".

Once he hits confirm the page seems to refresh with a new address bar that has "enroll=true" and then the scroll of resurrection key that was generated.

It doesn't matter how many times he clicks it, it always refreshes to the same page. It doesn't give any errors saying this account is ineligible.

The first scroll was sent by email address so we tried a second scroll using a character on one of his realms and it does the same thing too, even with a differently generated key.

The reactivation was attempted on Google Chrome, Firefox, and Internet Explorer.

Is his account ineligible but not stating it? Or is there something else going on?

Some errors (other than the time limit) don't seem to always generate explanations. I'd consider whether the person might possibly have EVER used a scroll before (an account can only use one), whether they are already on WOTLK, etc.

Please note that you may only send a Scroll of Resurrection to World of Warcraft accounts that have NOT been upgraded to Wrath of the Lich King. Other than that restriction, you can send invitations through this program to someone who previously subscribed to World of Warcraft; 90 days must have passed on all paid subscription and played time in the game (this includes any previous time playing The Burning Crusade Trial).

If you can provide me with the name and realm of a character on your friends account, Feire (or Ellianne) I would be happy to look into this further.
