Possible to have a characters level lowered?

I am curious if it's possible to have a characters level downgraded. Guess it;s a odd request, but I am really wanting to get this character back into the level 70 Arena scene.. I got a feeling you probably can't, but I figured I would be more likely to get it downgraded than upgraded.
