Summon/XP Problems with Recruit-A-Friend

I sent my friend an email for recruit a friend a few days ago, today when we actually had time we started up his account and tried to get started, but on my account it says he didn't start his account until just an hour ago, but in game we aren't getting any benefits of the RAF and was wondering if this is a bug?
**We also started new characters together, partied up and were leveling within a close distance of each other

It seems as if your friend created a new account instead of upgrading the account created using the Recruit-a-Friend key, Balow. If he gives our Billing Department a call, they'd be happy to help link the two accounts. They can be reached using one of the following numbers:

I'm afraid that a phone call may be necessary, Balow. If you hear the "all over of our representatives are busy helping other customers" message, please hang up and press redial immediately. This tactic has been said to help players enter the queue as our Billing representatives address calls as quickly as possible.
