I'd like to know if its considered an exploit to faction change every 3 days to reset my raid lockdowns and raid twice a week for a chance at more shards.

This is correct, and rather renders the question moot, it would seem. On the other hand, it's always a good idea to remain cautious when engaging in any activity which could represent abuse of game mechanics.
I'm glad that you opted to get a 'rules check' before proceeding with a potentially questionable course of action.
