To answer your question directly: No. This is not information we look into very often because it does accurately tell us anything about an account or whether or not they've violated any policies. If a new player whispered 100 players randomly over the course of a few months asking for a couple copper so he can train, and is ignored by all 100 players, this does not tell us that this player needs to be actioned, only that 100 people didn't want to be bothered. We mainly take a long look at ignore lists is when a player is attempting to circumvent the ignore feature.
Should you believe another player to be violating our policies, bring them to our attention by submitting a petition. This will allow us to review the offensive/bothersome chat and take all appropriate actions in accordance to our policies. Should the player continue to violate our policies, the penalties will stack and harsher penalties will be assessed.
