Item "Stolen", but nothing can be done?

My wife was in an ICC 25 man last week. A chest item dropped, and she, as well as a few other people rolled on it. One of the other people rolled twice, and his 2nd role was the high roll. The loot master, trying to move things along quickly, did not realize the person had double-rolled and gave the loot to him. He noticed his mistake right after, and instructed the person to pass the loot on to the true winner (which happened to be my wife). The "ninja" ignored all of these requests, and each time my wife would open a trade window with him, he would simply close it. The Raid Leader ended up removing him from the raid group.

Once out of the zone, my wife submitted a ticket noting the specifics of what had happened, and as well as the date and time of the occurrence. After around 3 or 4 days, she received a response from a GM. He basically said that she was S.O.L. and that the person that received the loot had to submit the ticket. Of course, that person has no interest in submitting the ticket, since he's a thief. She replied to the GM re-stating the details, but got another reply saying that GM's do not remove loot from other players.

After reading several responses on these forums regarding similar situations, it appears as though something can be done about this. The Blues here have answered questions about loot masters "ninja"ing items for themselves, and that steps can be taken to award the loot to the appropriate person. I have also read about people having materials or gold stolen from them during item transactions and the Blues here have said that they can go back and investigate and take care of the issue.

Although this situation is not exactly like the above examples I mentioned, it is similar in the fact that someone "stole" something that did not belong to them. He attempted to deceive the raid by double-rolling. In my opinion this type of dishonesty should be possible for GM's to look into and take care of. Everything should be spelled out pretty obviously in the chat logs from that raid.

I'm afraid that the Game Master staff does not consider the act of rolling twice a scam, Xandrence, largely because it's difficult to verify whether or not the intent was to deceive simply by the fact the player rolled twice and was given the item by the Master Looter. Instead, we consider this a mislooted item and are only able to assist if the current owner submits a petition requesting that it be transferred to another player. I realize you disagree with this policy, and you are absolutely welcome to; however, the Game Master staff will be unable to assist in this case.

The Game Master staff will always attempt to take a hands off approach on looting because we feel that this system should be largely managed by the players themselves. Only in cases where we are able to clearly verify that another player made a clear agreement and purposefully deceived raid members for their benefit at the expense of the raid. If you believe that the Master Looter loot setting needs to be changed in such a way that the Master Looter can request players roll using an in-game loot roll to ensure that each player can only roll once, I encourage you to share your idea on the Suggestions Forum.
