Many people on my server are receiving in game mail claiming they have a chance to join the cataclysm beta by going to a website.

I think blizzard should implement a system that scans for the use of blacklisted websites and drop those letters/remove the website from the mail. but as a temporary fix you may want to change the MOTD on login to reflect scam attempts for cataclysm (not just on the wow main website)

PLEASE DO NOT GO TO THIS WEBSITE, GM's please delete the website when you have read this
SCAM WEBSITE: << removed >>
THE ABOVE IS A SCAM WEBSITE, DO NOT GO TO IT

We actually have many precautions in place to help thwart these kinds of actions. Those who wish to exploit the World of Warcraft and its players, however, are always adapting their methodologies to look for new ways to advertise and promote their services.

With that said, the Report Spam feature is very effective (if it's used). Should you ever receive a whisper or an in-game mail that's clearly a phishing scam, go ahead and right-click on the author's name and select the "Report as Spam" option (or, in the case of in-game mail, open up the mail window and tap the "Report Spam" box). This will automatically report the individual and place all characters on the author's account on ignore for the duration of your login session.

The current MOTD for most (if not all) realms right now is: "Scammers are trying harder than ever to phish for your account information. We care about player security and encourage you to visit http://us.battle.net/security/ for helpful information and tips." :)
