We haven't fully decided on the attunement criteria for our dungeons and raids, if any. You're not likely to see very stringent attunements, particularly for dungeons. It is true that players will not be able to enter Azeroth the day Cataclysm is released and queue for a new dungeon using the LFD tool. The dungeon must be discovered on the map before it is unlocked in the tool. We do intend to make the gear requirements for Heroic dungeons a little less forgiving than they currently are in Wrath of the Lich King.

The reason I ask is that, under the current level system, this would mean that there would be no alliance option for LFD until level 17 (level 15 and 16 are RFC, which no alliance toon is going to unlock at level 15 or 16). It also means that Stormwind Stocks (and probably Deadmines and Wailing Caverns) will be keyed back to being "Horde" or "Alliance" instances.

I'm speaking specifically about new dungeons in Cataclysm. Whether or not this is going to change the system for queuing for existing dungeons, I do not yet know.
