No, Faction Changes would not likely be offered in such a circumstance, Betty. What happens in cases where there may be an imbalance of factions is we usually offer Free Character Moves to help adjust the ratio/population.
This could be in the form of Free Character Moves offer of the realm for a particular faction or Free Character Moves to the realm for a particular faction.
Please note that despite our best efforts and continually offering such options we are unable to force someone to switch realms. In the end is is the population of the realm that decides.
