The Blizzard Store description actually states the following:

Q u o t e:
World of Warcraft® Mount: Celestial Steed

Freshly born from the Twisting Nether, the Celestial Steed flying mount lets you travel in style astride wings of pure elemental stardust. So saddle up, because this supernatural warhorse will fly as fast as your riding skill will take you, and it will travel at 310% speed if you have at least one other 310% mount.

Moreover, the official Pet Store FAQ describes the Celestial Steed in further detail:

http://us.blizzard.com/support/article/29845
Q u o t e:
How does the Celestial Steed mount work?

Much like the Headless Horseman's mount from the Hallow's End event, the Celestial Steed will automatically upgrade in speed as the player advances in Riding skill. For example, the Celestial Steed will run at normal ground speed if the character knows Apprentice Riding, and epic ground speed with Journeyman Riding. The mount will be able to fly at normal flight speed with Expert Riding, and at epic flight speed with Artisan Riding. In addition, if the character has a 310%-speed flying mount in his or her collection, the Celestial Steed will also fly at 310% speed.

We actually announced the upcoming arrival of the X-53 Touring Rocket before the Celestial Steed was released. Note: The following announcement was made on 04/06/2010.

http://forums.worldofwarcraft.com/thread.html?topicId=24038460723&sid=1
Q u o t e:
Beginning in just a few days, players who participate in the Recruit-A-Friend program will receive a whole new reward for showing a friend the ropes in Azeroth: the X-53 Touring Rocket, a two-seater flying mount that automatically increases its speed as your mount skill improves (up to 310% speed if you already have a 310% mount). The X-53 will be replacing the current Zhevra mount reward, which is retiring from the Recruit-A-Friend business after a good run. If you've already claimed a Zhevra (or claim one prior to the change), you’ll be able to hang on to it, of course. We’ll have more details on the new Recruit-A-Friend mount once it becomes available.

You're welcome to feel cheated, but I can assure you that you've not been hoodwinked, swindled, bamboozled, scammed, misled, defrauded or any variant thereof. You simply misread. It happens. Please stop presenting the situation as though Blizzard Entertainment falsely advertised its services. That unfortunately won't get you anywhere (except perhaps suspended from the World of Warcraft forums). =/
