SW/Shattrah Children's Week orphans-update

I have seen other posts on here and other forums stating that people cannot get access to the 2nd orphan in Dalaran, and even a blue has replied only on the Dalaran one.

I have the problem (and it seems a few others do too, but not that many have stated it yet), that I cannot get any of the Children's Week quests. I still need one more SW orphan to get my Vetern Nanny achieve, as well as a Shat and Dal orphan to finish.

Are the problems that Bliz is currently looking at only in regards to Dalaran or all 3 orphan areas?
