Are gm's able to transfer items crossfaction?

Based on the fact that he's enchanted it, probably not, but if the GMs do decide to grant his request, faction won't stand in the way of them doing so.

Are they able to delete an item from one character on a realm and create it on another one on a different realm? Yes. Technically, yes, the ability does exist. Though that is not something that we are likely able to assist with.

Previously when a Bind on Pick Up item was acquired by mistake (i.e. Master Looter gave it to the wrong person or someone rolled need on it when they didn't intend to) Game Masters were able to transfer the item to another qualifying member of the raid as long as it was reported by the person with the item very soon after it happened.

Of course not being an ideal situation our Developers implemented a mechanic that allows players to take care of such issues themselves. Now, when a Bind on Pick Up item is acquired from a Boss in an instance the person who receives the item has a 2 hour period of played time in which they are able to transfer the item to another qualifying character. Due to this added feature our In-Game Support staff is rarely able to help with this process.

Even if this person does submit a petition regarding this matter it is unlikely that we will be able to grant their request, even if the item were not already enchanted.
