I can promote myself to 'officer', but not to guild master. It says it's too high of a promotion for me. But, it's my guild ... why can I not promote this toon to the guild master ?

This can be a bit tricky if it's a single person guild with only one account.
I too would recommend asking a Game Master for assistance via in game petition.
