This mount isn't working like scaling mounts should. On the tooltip it says it scales to your riding skill, just like the Headless Horseman's tooltip says, along with a few others. Yet, I can't mount on my rocket in non-flying areas.

Is this being looked into?

I believe as it's a Flying Mount, it's scaled to work in areas where you can fly. Much like other flying only mounts, it does not allow you to mount it on the ground.

This is correct. The X-53 Touring Rocket is a flying mount; it cannot be used in areas that only permit ground mounts. It will scale, however, depending on your character's flying proficiency (e.g. normal flying, epic flying, Cold Weather flying, etc).

This was noted in the original announcement, Glo:

Q u o t e:
Beginning in just a few days, players who participate in the Recruit-A-Friend program will receive a whole new reward for showing a friend the ropes in Azeroth: the X-53 Touring Rocket, a two-seater flying mount that automatically increases its speed as your mount skill improves (up to 310% speed if you already have a 310% mount).

You've my apologies for any confusion, but the X-53 Touring Rocket is indeed intended to be a flying mount. You're welcome to suggest that we consider modifying it in the future, though, by posting in our Suggestions Forum. :)

Ok. Any info on why your official website classifies Invincible and the Headless Horseman's mount as "flying mounts"?

I imagine because they each possess flying mount capabilities.

We did specifically note in the X-53 Touring Rocket announcement the following (which I quoted above):
Q u o t e:
...the X-53 Touring Rocket, a two-seater flying mount that automatically increases its speed as your mount skill improves (up to 310% speed if you already have a 310% mount)...

On the contrary, the following description was provided whenever the Celestial Steed was announced:
Q u o t e:
How does the Celestial Steed mount work?

Much like the Headless Horseman's mount from the Hallow's End event, the Celestial Steed will automatically upgrade in speed as the player advances in Riding skill. For example, the Celestial Steed will run at normal ground speed if the character knows Apprentice Riding, and epic ground speed with Journeyman Riding. The mount will be able to fly at normal flight speed with Expert Riding, and at epic flight speed with Artisan Riding. In addition, if the character has a 310%-speed flying mount in his or her collection, the Celestial Steed will also fly at 310% speed.

Again, I apologize if there was any confusion, Glo. If you feel the tooltip is misleading and should be amended, then a post in our Suggestions Forum is highly recommended.

I see people riding it around Dalaran without getting dismounted though, a guy has been hovering on the bank stairs for awhile now.

Flying is not totally restricted above Dalaran. In some areas of the city, you can hover fairly close.

Edit: Whups! I misunderstood. If a character is hovering that close to the ground terrain, you may want to drop a line in our Bug Report Forum. :)
