Celestial Steed - ground speed?

Hi I purchased the Celestial Steed .. i have expert riding skill - however the tool tip is only showing that the Celestial Steed is at 60% not 100% for ground speed o.O

i dont believe its a tooltip error - as i have tested an area and timed how long its taking me to get from point A to point B on a 100% mount compared to the Celestial Steed and the Celestial Steed is definitely taking me longer.

Please help!
