Correct. Here's the description of the mount:

Beginning in just a few days, players who participate in the Recruit-A-Friend program will receive a whole new reward for showing a friend the ropes in Azeroth: the X-53 Touring Rocket, a two-seater flying mount that automatically increases its speed as your mount skill improves (up to 310% speed if you already have a 310% mount.

While the mount will scale according to your character's flying proficiency (for example, it wouldn't fly at normal speed if your character could actually fly at 310% speed), it will not scale down to a ground mount. Therefore, it cannot be used in locations where flying is not permitted. :)

So i suppose the reasoning behind this is that with Cataclysm coming out we will be able to fly everywhere so this mount won't need to be a ground mount?

Likely so. :)

Azeroth: Flying the Unfriendly Skies

With the world of Azeroth undergoing so many changes, World of Warcraft: Cataclysm will now allow players who have learned the ability to fly to explore the skies of Kalimdor and the Eastern Kingdoms on their own flying mounts. Go where you want when you want!

it could have been like love rocket or HH mount. you know i make a point.

Not every new flying mount in the game needs to function as a ground mount, too. On the flip side, the X-53 Touring Rocket is a two-seater—a two-seater flying mount, at that—which is a pretty awesome feature that's not universally available.

I'm glad you voiced your concerns in our Suggestions Forum, though! It was absolutely the appropriate venue, and our developers and designers really appreciate you taking the time to stop by and provide feedback. :)
