Part 1: Absolutely! If Bind on Accounts items are in a character's inventory at the time of a realm-to-realm or an account-to-account transfer, those items will move along with the character without issue. Once that character arrives at its destination, any BoA items in that character's inventory may then be distributed to other eligible characters on the new realm/account.
Part 2: Nope. Not a requirement.

Provided that key has not been used, you're welcome to use to
upgrade a Recruit-A-Friend trial account.
Just to clarify: If you wish to receive Recruit-A-Friend in-game benefits and subscription rewards, you need to send yourself, your friend, your guild mate, or your family member (etc) an official RAF invitation email. Within that email will be an Authentication Key. That Authentication Key must be use to set up an account, otherwise your accounts will not be linked. Once that RAF trial account is set up, you can then use your classic key to upgrade it to a full account. :)
