It sounds to me as if we're going to have an unavoidable debuff collision in the case of Improved Shadow Bolt, Improved Scorch, and Winter's Chill; the specs that bring each of those debuffs can't exactly choose not to cast the spells that apply them. Of course, it doesn't matter if ISB and Improved Scorch overwrite each other, but Winter's Chill is five 1% stacks instead of one 5% stack.

The sticky on upcoming dispel changes indicates that most "trash debuffs" are being fixed by becoming undispellable, but that obviously doesn't solve this debuff conflict problem. Can we instead expect Winter's Chill to change to a single 5% stack, like the other two comparable debuffs?

(Of course, it's entirely possible Winter's Chill will just go away entirely; we don't know anything about what Frost talents may be changed/added/removed other than what is implied by the general removal of most passive talents.)

Yeah, we probably need to make Winter's Chill apply the entire stack at once like Improved Scorch and Improved Shadow Bolt.
