They are experiencing very high call volumes, will not let you stay on hold and will not let you leave a message.
The message says simply to call back later, which I feel is an inappropriate solution.

The hold queue
is finite, and to limit the confusion that our players experience when attempting to contact us via telephone, this new messaging was devised to help explain the situation, rather than allow our customers to labor under the mistaken impression that our phone system is not working.
We are in the midst of improvements to our telephone system, and we realize that we have a long way to go, but we are focused on improving our ability to reach our players as swiftly as we can and delivering world class service once we do. These improvements are an ongoing and incremental process though, and large scale movement takes time. In the meantime, your patience is greatly appreciated.
With regard to the source of intrusion for a compromised account? That isn't always so easy to determine, but phishing is a means by which even a very well secured system could be compromised. Of course, there are many other methods and means as well.

Finally, shared accounts can result in an account compromise. It ultimately doesn't matter how carefully you've secured your system if someone else has access to it, since they could very well log in from an unsecured computer, fall for a phishing attempt themselves or or log into an infected system.
