Server transfer without credit card

is there a way to transfer your character to a different server without using a credit card? see my credit card company doesn't allow me to use my credit card to purchase things online from California and since blizzard billing is in California, i cant use my card.

If you're unable to use a standard credit card or affiliated debit card, Raagnar, you can try these options:

A pre-paid gift card. Pre-paid gift cards are sold at many local retailers and are an acceptable payment method for our paid character services. If you opt to use a pre-paid gift card, just make sure that the card is registered online and has at least $1.00 USD extra for each purchase total (this will account for any required verification charges).
PayPal. While you may not directly pay for a Faction Change through PayPal, I believe PayPal offers a one-time use "credit card" option, as well.
