Ninja Looting New Policy? (blue?)

I was hoping to find some clarification on the ninja loot policy found here

These policies seem to contradict a recent blizzard message received that reads

"Details: Character above was directly involved in raid scam - looting/receiving items against the wishes of a raid and in direct contradiction of established looting rules.

The actions detailed above have been deemed inappropriate for the World of Warcraft by the In-Game Support staff of Blizzard Entertainment."

Is there some lapse in posting of new policies to the website? If so I request you post new updated rules so that all members of the community can stay educated.

I strongly advise against conspiring to scam and spoil your fellow player's enjoyment of the World of Warcraft on our forums. Should you continue such actions, you will quickly find your posting privileges suspended temporarily, or maybe even permanently.

We have created the World of Warcraft so that millions of players can enjoy it; we will not stand idly by as someone seeks to destroy that enjoyment for so many others. Our policies are constantly changing to help secure our players' enjoyment, so dancing on the lines of our policy is ill advised as you may quickly find yourself on the wrong side.
