So did I just pay 15 dollars just to give my dwarf a make over, or does it still let me change races? If not, am I able to do the race change option having just done the re-customization?

Dont use the recustomization. Call billing and let them know you made a mistake and meant to do the race change and accidentally did the other instead. They can drop the recustomization and let you proceed with the race change via the website.
