In both these cases, the transaction was unable to complete, and an e-mail was sent out to your registered address. It looks like you both had these sent out, but if it got caught by the junk filter or something along those lines and you never got to see it, I understand where the confusion comes from.
There are normally two reasons for a transaction to not finalize, and the character to be locked. Either the transaction was part of malicious activity, like a compromise, and we canceled it out, or the payment itself was not able to be finalized and received on our end. If you initiated the transfer on your own, and there has been no outside access to your account, then the second option is the more likely one, where our system may have gotten initial approval for the card, but then was not able to get the final funds.
I am going to go ahead and unlock your characters. They will appear back on their original realm, but any progress gained will remain; for example, if you bought an item, or got a good drop while on the new realm, you do not lose it.
Keep an eye out, as you should see the characters available again shortly. If you would like, you can try the transfer on the site again, or call the Billing department directly to attempt a direct transaction with instant confirmation of fund and transfer success.
