Locked out of raid...

Actually can't get the attunement key quest for Karazhan. I don't think I've ever done it. I don't have the key on my key ring, and the quest is not available to me. (I have enabled low level quest on minimap.)

Is there anyway to tell if the chain is in progress and where it's left off? Or is it bugged. I've also looked on my other toons (multibox) and none of the other 4 can pick it up either.
