Raid lock outs and transfers.

I thought that when you transfer to a new server your raid lockouts reset?

I transfered servers to join a new guild because on my old server there was not really any high end raiding guilds. I found one, transfered and learned that raid IDs don't reset? Was looking forward to raiding with them tonight, but I can't because I killed the first boss in ICC in a PUG on my old server.

When was this changed and why? Or is this a bug?

Did they give a reason why the sudden change? The only thing I can possibly come up with is people changing servers just to reset their raid lockouts and abuse it getting more badges and gear.. But don't they have to pay 25 dollars each time they transfer?

As far as I know raid progress was always intended to stay with the character though that was not originally what would happen. The way they worked the character lost any progress they had for that week upon transfer. I am sorry for the confusion this may have caused.
