Cataclysm PVP dmg nerf

I remember an announcement several weeks/months back where a blizzard official mentioned that the amount of damage being dealt in PVP was too high across the board and that some changes to resilience (and possibly EH) vs damage were incoming for cataclysm. Has anyone heard anything further on these changes and can point me toward a reliable source?

The last I heard was that either resilience was getting buffed or a -X% damage debuff for BGs and Arenas was being considered. Nothing permanent had been decided at the time.

Q u o t e:
1) Lower critical strike damage.
2) Lower non-critical strike damage.

That's it... it won't lower your opponent's chance to critically strike you, it won't affect mana drains, it won't do half of any of the nonsense that it does now because MOST of the effects of resilience are band-aid fixes to abilities which were over-the-top.

This is all accurate (as of today anyway). In addition, health and armor (for non-plate wearers) will be higher across the board and heals will be smaller, relative to where they are today. The goal is that everyone spends more time in a wounded state. We're trying to avoid the phenomenon where it feels as if everyone has 1 health and they are either at 100% or 0%.
