Faction Change Bugged?

I put in a request for a Faction Change, and it has been about 13 hours since then, and still no change option, just says its pending.

After the first 2 hours i checked back and canceled it, then put in the information again, I'm not sure yet if i was charged for both actions, but would it be possible for a GM or someone to just finish the faction change process.

Also, im able to log onto the character, and typically in a pending process im not able to log onto the character.
