Why can Horde run Gnomeregan?

I was leveling my Paladin when this popped into my head: Gnomeregan is a (former) Gnome city. The entire instance revolves around the Gnomes enlisting the aid of their allies to rid the infestation in the city; why can Horde enter the instance? It doesn't make a lot of sense.
