Two Questions (daily reset & bike)

I’m not sure what category this falls under so I apologize if miss posting but anyways I have two questions:

First question: On my realm Garrosh the daily’s always reset at 3:00 am server time (12am Pacific time which is the time zone I am) Because of day light savings time has that been changed or was it suppose to reset at 3 and didn’t for some reason or will it always be 4am or?

Second question: I’m starting to work towards saving enough money for a mekgineer's chopper (not on this character of course but my main) My question is since some of the mats can only be purchased by an engineer 12.5k total for all how can I know if I trade the gold with an engineer they will not just run off with the gold? I maybe being a little paranoid but 12.5k gold is a lot to trust someone with. Any one have any tips?

The timechange is always fun :) It may very well be off for an hour for awhile.

As for trusting a craftsman - excellent question. Do some homework. Find one with a good reputation.

Also, when making the deal - make sure you are very specific as to exactly what you are giving and what you expect to receive back in chat. That is important if it ever comes down to needing to research this if something DOES go wrong with the deal.
