I tested the Arms version of this on Live earlier and was still able to replicate the old bug, but under different circumstances (in fact I couldn't nail down the exact behavior -- credit to Negiva for that -- I just noticed the return of the 1.5 second GCD when it shouldn't have been there). Basically, a SD refresh with only 1 of 2 charges remaining will properly grant a reduced GCD on the next SD, but it will revert back to 1.5 seconds for the final (unspent) charge.
The funny part is that Bloodsurge is double-proccing every time for the Fury bonus. BS has a 20% chance to proc off of every HS, BT and WW; this actually fills out their rotation rather nicely. SD has a 9% chance to proc off of melee hits, in which case it falls in line behind MS and TfB procs in terms of priority (there IS no room to fill anything out in Arms; it's GCD locked).
So Fury got an, ummmm.... interesting buff (I won't go into the magnitude). And Arms is still bugged.
Seriously, the design of this bonus has been trouble from the start. Can we just get something workable? Perhaps something that addresses Arms' inferiority at the same time? Is there any real concern that the 4pc will be worn in Arenas?
LK is dead, most of the hard modes are down ... I don't even know why I care any more.
