Not getting triple experience on RAF...why?

Any idea why we cannot get triple exp? We are within 4 levels, we are within 100 yards. Do you have to be past the entry levels to get the exp? Please let me know, thank you.
The recruiter is level 4, the recruitee is level 1

Rosamunde, I am showing your account is properly linked to your friends account and benefits are enabled. The only thing I could think of that might be causing an issue is since you are level 4, some of the starting zone low level mobs and quests might already be "trivial" or gray for you, meaning the Recruit-A-Friend bonus will not apply. I am not sure at what level that happens in the starting zone, so could you confirm if any of the quests or low level mobs are grey to you?
