As your fellow posters have noted, Tëase, the mail message you received is just letting you know that you're now eligible for Artisan Riding.

Cold Weather Flying is a bit different. This ability requires at least Expert Riding (Skill 225) to learn. It's considered a passive ability, so it won't replace either Expert or Artisan Riding if learned. It will simply allow you to fly in Northrend.
Players can learn Cold Weather Flying from Cold Weather Flying trainers in Northrend for 1000g at level 77. A Tome of Cold Weather Flight, an heirloom item, can be also purchased by level 80 characters for the same fee. This heirloom can then be sent to other characters on the same account, and be used at level 68.
