It seems as if the starfall change was originally directed towards PvP in the initial post by GC saying something akin to "If the changes in burst help pve, well thats fine"
Before I make my suggestion I'd like to point out a point GC has just made

oddly enough it was near the begining of the xpack that GC compared starfall to bladestorm.
SO my suggestion is this:
Starfall should do one of the 3 following in addition to its current effects.
1. Activation of Starfall will grant the next starfall cast within 5 seconds the ability to be instant cast.
2. Activation of Starfall will grant the moonkin immunity to interrupt and silence effects for the duration of starfall.
3. Activation of starfall will grant beastial wrath immunity to the moonkin for the duration.
Or perhaps this
4. Activation of starfall will remove all loss of control effects from the moonkin.
Starfall is one of THE most pitiful 51st talents in the game, giving only a moderate damage buff is not cutting it.

MOONKINS BURST IS COMPLETELY DEPENDANT ON CASTING
No the NG in its current implementaion is not going to help this. Starfall SHOULD also help moonkins get more casts off for a short duration. Popping 1.2k mana for starfall only to be feared or stunned is completely bogus since this is supposed to be our "DPS cooldown".
Starfall is supposed to be a moonkins Elemental mastery? a moonkins bladestorm? Then please make it do more than it is. As it is now not only is starfall one of the most boring spells in WoW, but it is also one of the worst 51st talents in the game. Please all i ask is that one of those 3 is SERIOUSLY considered for starfall as those would have nearly 0 impact in pve and would help drastically for moonkins in pvp, and beleive me, they need all the help they can get.
I dont want to be mean and point out that the "survivability buffs" moonkins received were 15% less damage taken while stunned ONLY while in moonkin form, and 6% less spell damage taken.
Asking for some spell casting tools is hardly asking for anything overpowered considering druids lack any real defense against melee and ranged aside from armor in a game where every class has mass ammounts of armor pen. And moonkins have no silence to speak of, and only have an interrupt on a medium cooldown that costs a plethora of mana, even after the mana redux.
I dont want to make a list of amazing defensive tools that shamans, mages, locks have, and i dont want to make a list of amazing offensive tools that shamans, mages, and locks have, but trust me they do, and nearly every single one is superior to what the balance druid has.
So please consider those changes.

Also something I forgot to touch on. What is the reasoning behind not allowing moonfire and insect swarm to scale with haste and have the ability to crit? Moonkins need all the help they can get.
