Battle.net merger issue

Okay here is the issue I have.

A friend tried making a battle.net account to merge but it says his email is already in use

He tried getting his password emailed to him, but it states on the battle.net his email/name does not match up.

This makes no sense to him, since he can still access his account on the wow account management link.

He says when he tried merging back when it first came out and even has the e-mail verification that says his account name and welcome to battle.net.

He believes at this time his internet may have been removed before he had a chance to use the confirmation link sent last year but can't remember.

How should he go about to fix this?

He tried calling blizzard billing and accounts but got the "Sorry we are busy." /hungup.

Also since a friend is giving him a nice computer soon he'd like to get it fixed sooner to enjoy playing asap. Since his account is inactive he can't post and don't want to activate it just to be able to post on the forums.

If your friend still wishes to regain access to the Battle.net account that is registered to his current e-mail address, then I suggest that he continues his attempts to contact our Billing and Account Services department by phone for assistance.

Alternatively, as a few players have already suggested, he welcome to create a new Battle.net account using a newly created e-mail address.
