Are BGs down?

Either the BGs are down right now for the 70's bracket, or its just ridiculous times. As I write this I have been in queue for AV and IoC(which is my daily) for over 3 hours straight during prime evening time. Whats up with that?

From what I can see there are matches being created though it mostly seems to be level 80 at the moment. I'm not certain if there is an actual issue or simply that not enough people are queuing. I've forwarded the information for additional investigation though.
