This was posted on the now-locked (understandably) thread about the Starfall change:
Q u o t e:
I'll share the numbers so that the theorycrafters among you can plug them in.

. . .

Main shot
Base points 432 -> 562
Coefficient 0.21 -> 0.37

Splash damage
Base points 77 -> 100
Coefficient 0.12 -> 0.13

These numbers are either incorrect or expressed in a way that we can't make sense of.

I just retested in-game. The coefficient for the direct hit is 0.046 per star, to within an error of 0.002. The coefficient for the splash is 0.012 per star, to within an error of 0.001 (I'll put the data at the end of this post). So there is some confusion somewhere along the line between the designer you got the numbers from, you, and the players. Either an incorrect value was telephone-gamed in there somewhere, or else he's expressing the coefficients in a way that we're not understanding.

The "0.12" might be the correct coefficient for 10 stars? A slightly odd way of putting it, since the spell fires a max of 20 stars, but since 10 is the total number of stars that will fire if only one target is in range. maybe that's what's meant here. But in that case, the coefficient for the direct hit from 10 stars is not 0.21; it's definitely more than twice that.

I'm not going to discuss the substance of the change, since my area of expertise is PvE only and the effect will be rather inconsequential in that context, but since you went to the trouble of trying to get accurate numbers for "the theorycrafters," I figure I'd try to get some clarification.

Thanks

I just shot a few Starfalls at a dummy with 3363 spellpower, out of Moonkin Form, 3/3 Earth and Moon, and no debuffs on the target. Direct hits non-crits ranged from 633 to 702, and splash non-crits from 125 to 126. Taking into account the known base damage, the static spellpower value, and the 6% bonus from E&M, the coefficients I posted above are easy to compute.

Hey Hamlet, sorry for any confusion. We probably should have just waited until you guys could test it on the PTR.

I think I figured out how you all are calculating the coefficient, so maybe this will make more sense. Again, I'm not 100% sure we're speaking the same language here. If I have time, maybe I will just log in with a moonkin and compare the before and after and post numbers.

Main star
Old coefficient: 4.8%
New coefficient: 37%

Splash damage
Old coefficient: 1.2%
New coefficient: 13%

As I said, these numbers are very generous. If Balance druids melt the world we may have to back off of them.
