I'm certain they did, Tehgv, but your statements conflict. If you had completed the quest line you would no longer be hated with the Sons of Hodir.

The way reputation works is it adds to your current total.

Which means you were previously at 28610 if you used an item that raised your reputation by 520. Once you raise it to 36001 you will move into the next bracket: Unfriendly. Mending Fences provided some reputation but not enough to move you into the next bracket, that will occur when you complete the quest line.

Now, looking into this character it seems that Tamilyn guessed correctly. You have yet to complete the entire questline. You still need to find the Slag Covered Metal and complete The Refiner's Fire and A Spark of Hope.
