Question about raid lockouts and transfer

To start: I am aware that raid lockouts no longer reset on transfer as you were previously able to do.

My question is this:

I currently have a partially cleared Ulduar, if I were to transfer would I be able to use that same Ulduar on the new server to finish it or am I just blocked out of Ulduar for the week?

Correct. The progression made in the instance is copied over not the specific Raid ID itself.
