Why is this? Can't find any thing anywhere on why a character would be listed as such.

It would be cheaper to delete that DK and recreate a new one. Make sure you mail the any gold you've earned to a different alt to hang on to! Even 20g here and there adds up. :D
Currently, the Character Re-Customization service does require a Death Knight be level 60; much like the Paid Character Transfer service requires. Raeyna does make a good point of starting up a new guy, especially as the Death Knight starting zone gets a lot easier to tear through when you know what to do :) If you do feel attached to your character though, you can just wait until you hit 60 (which happens pretty quickly) to do the Re-Customization. I could not fault either plan ;-)
