DW Frost Buffs! TY!

I literally read them and did a /fistpump. Rune of Razorice was quite frustrating for me, and is probably my favorite change.

The only question I do have is about Imp Icy Talons.
"Improved Icy Talons: This effect is now passive instead of being a proc. The self haste buff remains unchanged. "
But the Glyph of Disease was also changed to:
"Glyph of Disease: When this glyph causes Frost Fever to be refreshed, it will now also trigger a refresh of Icy Talons."
My question is what does the glyph mean by refresh when it says that Imp Icy Talons is now passive?

This is my alt, but overall I am very excited for these changes and would like to extend my gratitude once again, so thanks guys! :)

We made the second change some time before we made the first change. It fixed a long-standing bug with the mechanics that probably was fixed by the shift to passive haste anyway.
