I know someone who recently got a very geared toon from a friend of his who quit WoW. I thought this wasn't allowed? I was wondering who to contact to report this.

Q u o t e:

My point is that people are able use a system that is about enforcing respect of fair play to hurt their enemies and I think there's should be counter measures. At least discussions about how to create this.

While you are welcome to submit your perspectives via our Suggestions forums, I must disagree with your overall assessment of this situation.

It simply isn't necessary to examine the motivations of a player submitting a report. To elaborate: While a reporting player's actual actions relative to our policies are important, the motivation of the player who issues a report is not relevant to whether our policies were violated by the player they are reporting. We depend on player reports to help ensure that our policies are enforced and to help ensure that World of Warcraft presents the best possible environment for all players. It is for this reason that all reports are valuable.

The bottom line is that it is unlikely in the extreme that we'd ever consider a legitimate report to be abuse -- keeping in mind the Game Master interaction policy: (http://us.blizzard.com/support/article.xml?locale=en_US&articleId=21503) -- because all players are bound to follow our policies at all times.

You can trust that there are systems in place to deal appropriately with intentionally spurious reports as well.
