BoA Mail Shoulders not reverting to leather?

Pleas tell me this is some unforseen bug.

I remember reading that BoA items could be used on toons with lower armor proficencies. AKA if i had some "Prixed Beast Master's Mantle" i could use that on my rogue as well as it should be prior to lv40 a leather item. Well even at lv1 on my rogue it says this item is mail. IS this a bug or working as intended?

Correct. Certain items are intended to progress with the character not only in the amount of stat bonuses that are applied but also the type of Armour they are able to wear. Not all of the Heirloom items will do this.

I'm sorry for whatever confusion was caused.
