Frost Emblem Refund for Tank Tier Gear

With the recent changes to T10 tank gear people on a variety of forums (including the WoW Tank forums) that they have gotten a frost emblem refund for the non tier gear that they bought because it was previously best in slot for tanks. I have been looking to achieve the same refund for my gloves/chest piece.

I've tried on several occasions to ticket a GM in game about the situation, but ultimately get the same automated/copy and pasted response that does not fully address my ticket. I've used the 'Need more help' option because this will supposedly net me a conversation with a GM however all it got for me was the same response. I'd like to thank the GM who decided that they shouldn't 'intrude' into my running around in circles in Ironforge but I'd much rather stop and talk with someone then just get fed the same 3-4 paragraphs each time I try and contact a GM. This is very frustrating to say the least.
