Classic Account - Account Downgrading, etc.

Hello, I am looking for some response here, hopefully i can get some things straightened out for me, I have contacted Billing and in-game moderators several times, but the conflicting information from fellow players and the support staff is difficult to comprehend.

I have had this account open since very near the release, i ended subscription when my main character, a shaman, was in his mid 50s, due to computational constraints that made the game very slow.

I reopened the account after resolving said problems about 6 months before Wrath of the Lich King was released. I leveled to 70, and experienced some raid content at that level. When Wrath came out i purchased it within the first week, and leveled to 80 in the first month, i was active in end-game content, but i have time constraints now, and being unable to maintain and improve my character because of those constraints means i am ready to retire my current 80s, shaman and death knight, for what i find more fun, the leveling/raiding with/pvp of level 60 "twinks." To be honest, it's all that keeps me from ending my subscription at this point.

I leveled to near 60 on several characters, and, wishing to cap them so i could be involved in all level 60 content (pvp included, as well as a guild specific to my hobby, which most if not all require a capped account), i looked to the forums for answers, to others who had had similar experience. I talked to many of these people, and was assured that both an account downgrade (removal of the two expansions, rendering the expansions useless, and that content unavailable, but characters level 60 or under of the correct race playable and capped), and transfer of a character from a Wrath account to a Classic capped account was possible.

I called Billing and sent the e-mail as the one post described had worked previously. When talking to the billing i was told they "Do not downgrade for those reasons" begging the question, for what reason do you downgrade, and why is it not available to me as a paying customer for years? If it was rendered as a payed service, i would take advantage of that in an instant.

I called billing a second time after receiving new information that a friend had downgraded by calling billing not even 24 hours before. The operator was much less terse, and more helpful, but after talking to a superior, denied my request to be downgraded once again, but it was clear the policy had been nonexistent before, or had recently changed in this respect. The Operator also mentioned a blue post to come on the matter of account downgrading, but in the week since i have seen nothing of the sort.

In game, i asked moderators if it was possible to downgrade an account, and whether a character could be transferred from a Wotlk account to a Classic account owned by the same person, and received a no, but this time i was told it was not even possible, regardless of reasons, which is clearly false from previous information i have received on the matter.

I have already purchased a faction change in order to get my account downgraded and still be able to play my paladin, so certain was the response from fellow players that it would be possible to downgrade my account. I would simply like to know, before i purchase a new original game, open a classic account and attempt to get a character transferred to it from my wotlk account, what the solid information is on this subject. Is it possible to do a transfer/downgrade, why am i getting mixed signals?

The following response was written by one of our new teammates. Because they are still in training and do not yet possess a forum account of their own, they shall be posting via proxy through me.

The other posters in the thread are correct Sleyth, currently, downgrading expansion levels is not something that is available or provided to players. A way to possibly enjoy older content on lower level characters, without the fear of leveling, might be to use the Experience off toggle, available from NPCs in Orgrimmar and Stormwind. For a fee of gold, these NPCs will disable a character’s ability to gain experience, allowing you to kill, explore, and raid without increasing in level.
