RaF doesn't work

My little brother wanted to play WoW too, so I said "Yeah let's do recruit a friend".
I resent him about 3 emails because he wasn't getting them, but he finally got all of them, so he clicked on the most recent one. He followed the links to put the code in and started the trial. (Not sure if it matters but we weren't getting 3x in the trial account). Then, I bought Battle Chest and he took the WoW code and I took the BC code, both of which DID work.

But now, he isn't able to summon me, nor do we get 3x. Every time I check my Recruit-A-Friend log on Battle.net, it says he is in the "red" state, meaning he has taken no action. It showed this after his 10 day trial ended, which about 3-5 days later we upgraded him.

I was sent an email after trying to get this fixed through email, and:

"I have looked into your issue and it appears as if you are currently
linked to a trail account atm and your brother appears to have started a new
account when he got the full version instead of upgrading the trail account he
was on. To remedy this you will need to have him contact our billing
department. Live Billing and Account Services representatives are available to
assist you with your questions and concerns."

1, He did not start a new account, there's no way, because when he signs in he uses his email address, and when I re-send him the invite (after upgrading him) he gets it on that email address.

2, I tried calling and from what I hear, contacting Blizz through phone is not an easy task.

3, After upgrading him, I DID add a new game and put the 10-day trial guest pass in again, to see if it would work, if that sums up the "Created a new account instead of..." business.

All I want is an account linked to mine, for my brother, without paying again.

A new Battle.net account and a new World of Warcraft account are different things. I am showing the Recruit-A-friend invite originally sent on January 20th was used on a Battle.net account, but that person also created a normal trial on that account, which was upgraded to the full version. The Recruit-A-Friend trial has no characters on it, whereas the non-Recruit-A-Friend account does. We can try to retroactively apply the benefits for the both of you though.

Would you kindly send out a new Recruit-A-Friend invite from your World of Warcraft account to your brothers Battle.net e-mail address? Also, could you please confirm his character name and realm so I know I am looking at his right account? From there, I can attempt to apply the Recruit-A-Friend benefits so there will less "what's going on?" and more *clank clank Pshhh-bawooommm* (leveling sounds) as you and your brother just play and have fun :)
