No Leather Titan-Forged DPS shoulders?

It appears the vender has melee dps shoulders for every armor lvl except leather. Is this something we can expect to be fixed or was it intentional. If it was intentional, what was the reaon behind it? It's a little distressing that every other armor lvl has 3 choices of shoulders except leather. I'm Loving the new pvp gear but, as a feral dps I feel a little left out with this vendor. I'm sure rogues feel the same aswell. Thanks. Keep up the great work!
