Blizzard Rules Regarding Private Servers

This might be a really, really stupid question, but is it still against the rules to use a private server to demonstrate a suggestion (suggestion as in forum suggestions for new content for the game)? Not an open private server, just a closed one used only for the purpose of demonstrating a sugested item/skill/ect.
