Arcane Empowerment not applying buff

We have a mage that is fully specced into arcane empowerment. It appears that when arcane empowerment procs during our 25 man raids, the buff doesn't get applied to all raid members as the description states. We have verified this by looking at our World of Logs report. Is this a known bug?
